
Amended Clenbuterol Regulation

PENNSYLVANIA DEPARTMENT OF AGRICULTURE STATE HORSE RACNG COMMISSION

Amended ARCI Restricted Therapeutic Use — Clenbuterol (Thoroughbred Horses Only)
The State Horse Racing Commission (“Commission”), in accordance with 9312 (6) of the Race Horse Industry Reform Act (3 Pa. C. S. 9312 and 7 Pa. Code 401.4 to substances of therapeutic value) of the Commission’s regulations, is authorized to adopt national standards relating to prohibited substances, uniform drug threshold levels and to regulate or restrict substances of therapeutic value, including Clenbuterol in thoroughbred race horses.
In December 2020, the national regulatory organization known as the Association of Racing
Commissioners International (ARCI) through the Racing Medication and Testing Consortium (RMTC) amended its ARCI Controlled Therapeutic Medication Schedule by restricting the use of the therapeutic medication Clenbuterol — with certain enumerated restrictions. ARCI also modified the threshold level for Clenbuterol to “level of detection.” These measures are designed to provide a complete regulation of Clenbuterol and to protect health and safety of the horse.
On May 25, 2021, at its monthly public meeting and in accordance with its statutory authority the Commission approved the above ARCI amendment prohibiting the use of Clenbuterol in thoroughbred race horses except with enumerated conditions. This amendment shall take effect on July 1 9, 2021.
