PENNSYLVANIA THOROUGHBRED HORSEMEN’S ASSOCIATION
Pennsylvania Racehorse Development Fund 2024
GENERAL PROVISIONS
Eligible individuals are full time employees of trainers stabled at Parx Racing who are on said trainer’s
employee registration list in the PTHA office and who are currently licensed and in good standing by the
Pennsylvania State Horse Racing Commission provided said individuals comply with the specific eligibility requirements as stated below. All requests for benefits shall be made on PRDTF forms and except in emergency cases must be filed
with the PTHA PRDTF prior to receiving treatment and/or admission to a medical facility. The trainer on
whose employee registration list the claimant is recorded must verify the request and sign the request form.
All payments will be made directly to hospitals, physicians, or those companies that have provided the
eligible services. If other health care coverage is available, the Benefit Trust will be secondary and only pay
that portion not specifically covered by the other health care. The PRDTF is NOT insurance and is never to
be considered primary coverage. Reimbursements to claimants will only be made for emergency cases
wherein providers demand payment in advance and only within 30 days of the incident. Invoices from
providers must be submitted within 6 months of service. Maximum coverage is per individual per calendar
year. No pre-existing conditions will be covered. Coverage is limited to the availability of PRDTF funds and to
the limits set forth herein. Under no circumstances will workmen’s compensation cases be covered.
BACKSTRETCH PERSONNEL ELIGIBILITY REQUIREMENTS
When you are currently validated at Parx Racing, employed FULL TIME by a PTHA member trainer
in good standing, are on said trainer’s employee registration form in the PTHA Office, licensed as a stable
employee or assistant trainer, and have been so employed for the previous six (6) months at Parx Racing, you
are eligible for benefits of this PRDTF. No one holding a current Jockey or Owner’s license is eligible for
the benefits of this fund. Payroll records must be presented upon request prior to benefits being approved. If
a stable employee is unable to work due to illness or a non work-related accident and returns to Parx Racing to
work when able to do so, then the time away will be considered involuntary. However, if after the absence a job
is taken at another location, when the stable employee returns to Parx Racing the time away will be considered
voluntary and benefits will be lost, and eligibility must be reestablished. If bills are incurred during an
involuntary absence the invoices will only be considered for payment upon return to work FULL TIME at Parx.
