150-Day Layoff Report

The Horseracing Integrity and Safety Authority’s 150-day layoff report rule, announced July 8, took effect Thursday, Dec. 5 2024. The forms previously used by trainers in the Mid-Atlantic region will no longer be valid.

Under the new rule, a layoff report must be submitted prior to entry in a race for a horse that has not raced in 150 days or more. HISA recommends that the reports be uploaded to the HISA portal 10-14 days prior to the entry day. Trainers will be notified through HISA when a horse has been away from racing for 140 days.
